Yeah, I've been upfront that the casino being hell-themed is an idea I entirely took from Cuphead, so of course the "Boss" is the devil, who deals in handing out money and raking in debts. He's pretty transparently a crime boss who uses the casino as a "legit" front.
At some point, although I'm not sure when, a decision was made to go as over-the-top stupid with this guy's design as we could. "DO YOU GET IT! HE'S THE DEVIL!" It's a level of absurdity that I think makes it work, since we just went as heavy as we could into this idea. If you're curious, the in-canon idea is that he's NOT the devil, but likes to use ambiguity to make people think he is. I think the biggest hassle was the name; wanted something that made it obvious but wasn't too cliche. Eventually went with Morrigan Star.

We see a bit more of what's been happening on the hero scene; more and more of them are being arrested by the Peacekeepers, and in her case it's led her going to this nutjob. The hows and whys of that we'll get into, but I do like keeping the superhero boom a factor in the narrative. Nicely illustrates what's going on this arc.
The idea of having kind of a devil-themed gang leader was something that bounced around for a very long time and went through a lot of different combinations - Adam eventually decided to incorporate it into this story and thus the casino idea was born out of that.
Not a gigantic amount to say offhand but I am hoping that everyone enjoys. Good seeing Crimson Blade again - not entirely sure if she'll figure into things more going forward, but at least for the moment think this is a nice little cameo sort of tying some aspects of this arc together.
I suggest the word balloon in the second last panel, "Heh... Oh, it's no trouble at all...", should be coming from Morrigan Star rather than the Crimson Blade.
